The Tri lingual "Park Closed" sign at the entrance to Wallace Marine Park in Salem, Oregon is a sign of the times. The Salem Parks Department wouldn't do that if they didn't think it was necessary. Spanish? Yeah, a lot of our readers would believe that. But Russian? How about that one? There's a considerable Russian language community in this part of the Willamette Valley, notably around Woodburn. The "High Water" is part of the Willamette River, now slightly over its banks. In February of 1996 it came up beyond the yellow sign, so it still has a long way to go.
How about the flood of illegals coming to this country? It think it would be simple to stop the flow. Just require those who hire them to pay legal minimum wages and the appropriate payroll taxes. In other words, it's the problem of those who hire them. We are subsidizing these industries by allowing them to escape labor laws.
Stop the subsidy and you will stop the flow. Easier to hold back the Willamette? Maybe...
