Anything designed to be used against terrorists can be used against anyone.
According to Eric Schlosser, auther of Fast Food Nation and Reefer Madness, the Government already has and has misused this power. The DEA can accuse you of drug crimes, take your property and throw you in jail now without due process as well.
Once again, anything designed to be used against drug lords can be used against anyone.
